Dr. Otto is a faculty member in the Department of Mental Health Law & Policy at the University of South Florida (USF) in Tampa. He is also is an adjunct faculty member in the USF Department of Psychology, the USF Department of Criminology, and Stetson University College of Law. Dr. Otto has a private practice that is limited to forensic psychological evaluation. He is board certified in forensic psychology and clinical psychology by the American Board of Professional Psychology.
After obtaining a bachelor’s degree in psychology from the University of Rochester Dr. Otto obtained masters and doctoral degrees in clinical psychology at Florida State University. He subsequently completed an internship at the Medical University of South Carolina and an NIMH-funded fellowship in the College of Law and Department of Psychology at the University of Nebraska before joining the faculty at the University of South Florida, where he has been since 1989.
Dr. Otto’s research and writing focuses on forensic psychological assessment. His work on competence to stand trial-with colleagues Norm Poythress, John Monahan, Richard Bonnie, and Ken Hoge-was cited by the US Supreme Court (Indiana v. Edwards). In 2007, he joined colleagues Gary Melton, John Petrila, Norm Poythress, Chris Slobogin and Phillip Lyons as a contributor to the third edition of Psychological Evaluations for the Courts: A Handbook for Mental Health Professional and Lawyers. In 2010, he edited a book on violence risk assessment tools with colleague Kevin Douglas, and recently published are two volumes he edited on forensic psychology practice. A book on forensic report writing and expert testimony that he co-authored Rick Demier and Marc Boccaccini was published in 2014 by John Wiley and Sons.
Dr. Otto has served as President of the American Psychology-Law Society, the American Board of Forensic Psychology, and the American Board of Professional Psychology. He chaired the committee that revised the APA Specialty Guidelines for Forensic Psychology and he also served on the American Bar Association Task Force that is revised the Criminal Justice Mental Health Standards. Dr. Otto is a fellow of the American Psychological Association (Division 41) and he has received awards for his professional contributions from the Society for Personality Assessment, the American Academy of Forensic Psychology, the New York State Psychological Association, and the University of California-San Francisco. When not at work or with his family, he is likely to be found in a casino or on a motorcycle.
