Theda Roberts serves as the Statewide Civil Citation Coordinator for the Florida Department of Juvenile Justice (FDJJ) where she works to encourage and assist communities to implement or improve civil citation processes. Mrs. Roberts works with counties and stakeholders statewide to build support for civil citation, trains law enforcement officers, and presents civil citation at conferences and stakeholder meetings. In addition, she provides information and assistance to other states and jurisdictions interested in Florida’s Juvenile Civil Citation Model. Ms. Roberts has presented civil citation nationally at the McArthur Foundation Models for Change Conference and National TASC Conference, provided technical assistance to the State of Kentucky, and participated in Juvenile Justice Coalition webinars. Ms. Roberts came to DJJ from the Florida Executive Office of the Governor where she analyzed juvenile justice policy and budget. Prior to that, she spent eight years working in state and local government for the Florida House of Representatives and the Brevard County Commission.
